I get the directx error when tryinf to play cities xl

When I click on the desktop icon I get the directx error message "no video mode supported by the game can be found". I installed cities xl platinum and then uninstalled it then tried 2011 version still the same issue please help, these are my PC details below. I'm pretty sure my graphics card is sufficient. Advise if more information is required.
