Resource layers have disappeared

The resources on all of my maps has disappeared. There is no groundwater, oil, fertile land or intercity connections space; all gone. This seems to be the case on every map. The game was working the first time I played it, but the second time I played there were no more resources. I can't build farms or connections or anything. I'm using Steam. Any ideas?

If you have installed mods from the Workshop, please install the Cities XXL Community Mod:

The Cities XXL Community Mod didn't seem to make any difference. All available maps are still doomed without resources or connections.

I've uninstalled and reinstalled the game. The same problem persists. The game is useless. I can't play it if there is no fix.
